He studied Public Administration at Babeș-Bolyai University in Cluj-Napoca, where he later completed a master’s degree in Communication and Public Relations. He went on to pursue doctoral studies in Sociology at the University of Bucharest, completing his PhD in 2024 with research focused on organizational models and public administration.
Ivan began his professional career in local government, serving as an advisor to the President of the Bistrița-Năsăud County Council from 2012 to 2020. His work at the county level gave him hands-on experience in public management and local development. In the 2020 parliamentary elections he was elected to the Chamber of Deputies, representing Bistrița-Năsăud. As a deputy, he played an active role in committees on information technology, communications, and public administration, gradually building his political profile around digitalization and modernization of the state.
On 15 June 2023, Ivan was appointed Minister of Research, Innovation and Digitalization, becoming one of the youngest members of the Romanian government. During his tenure he promoted initiatives to accelerate Romania’s digital transformation, including advancing the government cloud project and strengthening the country’s research and innovation framework. His focus was on using technology to improve public services and increase Romania’s competitiveness at the European level.
Following a government reshuffle, on 23 December 2024 he was appointed Minister of Economy, Digitalization, Entrepreneurship and Tourism, a role that broadened his responsibilities to include economic policy, support for businesses and startups, and the promotion of Romania as a tourism destination. In June 2025 he transitioned to a new position as Minister of Energy, continuing his trajectory as a young leader entrusted with major national portfolios.
Outside of politics, Ivan is the founder of the non-profit association Împarte Bucurie (“Share Joy”) in Bistrița, reflecting his interest in community engagement and social causes. He is married to Oana Măriuța, with whom he has a child, and is often described as a dynamic figure within the PSD, representing a younger generation focused on modernization, innovation, and sustainable development.
